Program Manager
ProgramsLead program planning and implementation through the development of work plans, budgets and reports. Keep track of implementation of work plans for projects and related activities, develop detailed project implementation guidelines to help USTP staff deliver on their mandate.
Key Responsibilities
- Take lead in the development of USTP strategies and plans given observations of project implementation, constraints and changes in the health policies and plans.
- Participate in writing new grant proposals to mobilize resources.
- Support the development of winning funding Proposals in response to emerging opportunities.
- Maintain healthy and cordial donor relations including ensuring compliance with donor programming and reporting requirements.
- Develop institutional capacity building strategies/plans for the program team.
- Ensure that program activities are of high quality and within the work plans, policies and procedures.
- Participate in meetings, fora, debates and working groups of USTP institutional partners.
Qualifications
- MBChB/MD or equivalent health sciences degree
- Master's degree in public health, Health Service Management, International Health, Epidemiology and Statistics
- More than 5 years' experience in health management and programming
- Experience in TB programming
- Knowledge of Uganda health policy and TB strategies
Required Skills
- Proficiency in computer usage (especially spreadsheets and data management programs)
- Good understanding, analysis and use of health data
- Self-driven individual with good team building skills
- Able to communicate effectively and write with clarity
- Good time management

Finance Manager
FinanceEnsure that all project financial management, procurement and human resource practices follow USTP policy and donor regulations. Ensure appropriate internal control and effective management of funds to avoid waste and misuse.
Key Responsibilities
- Prepare information to provide the Executive Director with financial overview for effective decision-making.
- Ensure expenditures are within budgets and in compliance with commitments made in grants.
- Track and analyze all costs incurred and oversee preparation of monthly financial statements.
- Develop program budgets with teams and monitor budget pipelines.
- Manage internal and external financial audits of the program.
- Ensure proper banking & Mobile money management and control.
- Supervise Finance assistant and petty cash management.
Qualifications
- Bachelor's Degree with a major in Accounting
- Professional certificate in accounting such as ACCA or CPA
- Master's Degree in Business Administration (MBA) is an added advantage
- At least 5 years of accounting experience in CSO or non-profit setting
- Experience in financial management at management level
- Experience with QuickBooks and/or SAGE/PASTEL accounting software preferred

M&E, Research & Development Manager
M&E and ResearchPrepare work plans for Monitoring, Evaluation and learning activities, prepare a master M&E framework for all USTP indicators. Conduct frequent data verification and quality assessment exercises.
Key Responsibilities
- Track projects monitoring indicators for all project health component activities.
- Participate in writing regular, timely progress reports of project activities.
- Provide leadership for knowledge management and documentation.
- Provide technical and managerial leadership in development of project evaluation and research.
- Develop and manage robust Learning and Operational Research agenda.
- Support programme to document key success stories and best practices.
- Support writing of new grant proposals and research efforts.
Qualifications
- Degree in Statistics, Public Health, Population Studies, Quantitative Economics or related field
- At least 5 years' experience in related work
- Post graduate qualification in Monitoring and Evaluation, Statistics, Epidemiology, or Public health is an advantage
- Experience with DHIS2, MTRAC is an added advantage
Required Skills
- Experience in spreadsheet applications, Open Data Kit and statistical software
- Excellent communication skills and strong inter-personal skills
- Work experience with local and international partners in Uganda
- Experience with private and/or public sector organizations
