Uganda Stop TB Partnership

USTP is Uganda's national coordination platform for non-public sector TB actors. We align government strategy with civil society implementation, private sector capacity, and development partner support.

Our Mandate

Established to Coordinate

USTP was established in 2012 under the auspices of the Ministry of Health to serve as Uganda's national platform for coordinating non-public TB sector actors and aligning their activities with the National TB Strategic Plan.

Operating within the framework of the Global Stop TB Partnership, USTP provides a structured mechanism for joint planning, shared accountability, and collective impact measurement across all TB programme stakeholders.

Legal Status: USTP is registered as an autonomous national body operating in formal partnership with the National TB and Leprosy Programme (NTLP).

To coordinate Uganda's non-public sector TB stakeholders to strengthen systems, expand access, and improve the quality of TB prevention, diagnosis, treatment, and care.

Strategic Direction

National TB Strategic Plan Alignment

USTP's programme is fully aligned with Uganda's National TB Strategic Plan 2021–2025, which targets a 75% reduction in TB incidence and a 90% reduction in TB deaths by 2030, consistent with the WHO End TB Strategy.

Ensure equitable access to quality TB diagnosis and treatment for all Ugandans.

Strengthen TB/HIV integration and address TB among key and vulnerable populations.

Scale up prevention of TB disease, including TB preventive therapy (TPT).

Strengthen TB research, innovation, and information management systems.

Structure

How USTP is Governed

USTP operates through a multi-tiered governance structure that ensures accountability to the Ministry of Health, representation of all partner categories, and transparent programme management.

General Assembly

Annual convening of all USTP member organisations. Approves strategic priorities, annual reports, and major institutional decisions.

Steering Committee

12-member committee representing government, development partners, NGOs, CBOs, and the private sector. Meets quarterly.

Technical Working Groups

Thematic groups on Community TB, PPM, Capacity Building, and Advocacy. Meet bi-monthly.

Secretariat

Full-time professional team responsible for day-to-day coordination, administration, and programme management.
